Flash is a very Powerful Tools to Make Movie, Animation, Presentation, etc. Especially when you want to add Interactivity into it. The first Important thing to consider in Developing Flash is the targeted audience/media. Developing Movie for Web View and Presentation View is a totally different experience. Flash Movie
If you want to make a movie, and you're 100% sure that you'll play it with a computer, and not with a Video Player such as DVD/VCD, I would recommend using a Flash Format. Why? First, the movie would still run smoothly. Second, you can add Interactivity to it (like play/pause button, etc). Third, You can have a smaller Final File than a Movie.
